The War Lord's trial took place on Gallifrey in which he was charged with breaking all galactic laws.

When the Second Doctor, Zoe Heriot and Jamie McCrimmon arrived, his trial had already begun. And they were told to step aside.

The War Lord was accused of abducting thousands of humans from different war times in Earth history and gathering them on his planet in different war zones and making them believe via mind control that they were still on Earth, and having them fight eachother across the time zones, showing callous disregard for the human lives involved and the liberties of other species, in a vicious and diabolical scheme to take control of the entire galaxy with his tyranny.

The Time Lords told him that the remaining warriors had been returned home, but the death roll was beyond counting.

The Second Doctor was called up and asked to swear to the statements of his hypercube. He told that everything was from his direct observation and when asked who the accused were, said he was the War Lord.

The War Lord was asked to speak in his defense, but remained silent. As the trial could not continue, the Doctor told the Time Lords he was playing for time, and they caused the War Lord intense pain with light. The War Lord screamed for them to stop and finally spoke, but he refused to admit to having committed crimes and refused to acknowledge the authority of the court, saying that the humans involved would have killed eachother anyway, thereby saying that the end justified the means.

He then revealed the War Chief's involvement and that he, being a Time Lord, made the whole scheme possible and that the Doctor supported him. When the Doctor objected, he said that the Doctor collaborated with the War Chief and that if he was guilty, the Doctor was too.
