The office of Vice President, or Deputy President, (PROSE: The Five Doctors) was the second most senior-ranking Time Lord after the Lord President and before the High Chancellor.

Quite often there was no Vice President. Valyes and Braxiatel assumed the presidency through being Chancellor. (AUDIO: Appropriation, Mindbomb)

According to Cardinal Matthias, the Vice President usually held the titles of Presidential Representative to Non-Gallifreyan Dignitaries and Security Secretary, both on and off-world. Matthias tricked Lady President Romana and the High Council into granting him the powers of the vice presidency during the emergency following the Gallifreyan Civil War. (AUDIO: Appropriation)

According to one account, when the Fifth Doctor granted Chancellor Flavia "full deputy powers until [his] return" he was bestowing upon her the title of Deputy President. The Doctor told Tegan and Turlough of his prediction that this meant she would be the "longest-serving Deputy President in Time Lord history".
