Glitterbombs came from the Fifth Spark of Delta B. Torchwood Three had had encounters with them before and stored some in the vault in the Hub.
Yvonne Hartman planted three fireworks around Cardiff and told Torchwood that they were glitterbombs that would scorch the city once activated with a trigger device. Jack Harkness eventually realised the deception. (AUDIO: Poker Face)
