Dukhin was a consul in Empress Cheni's court. He was ordered to keep Cheni safe by Vincol. He told the Sixth Doctor about the Wrath. He didn't think the Doctor was old enough to be at the Succession of Blood. (AUDIO:The Acheron Pulse)
