The Crime Lords were the leading figures of the Spiral Underworld during the War in Heaven. There existed a Crime Lord High Council which occasionally held open sessions. Cortalian, an exiled "Sun Builder" from House Lineacrux who organised the First Auction in Heaven, held the title of Crime Lady. (PROSE: Going Once, Going Twice)
