Mr Pemberton was a human shopkeeper who was infected by the Rutan virus.
Pemberton was in close contact with Professor Wilberforce. He infected his assistant shopkeeper with the Rutan virus so he could lure the Tenth Doctor and the Carstairs family to the Chelsea 426 flower show. Following this, the Sontarans invaded Chelsea 426.
