The Gallifreyan Factor was the theoretical Gallifreyan equivalent of the Human Factor. During the Last Great Time War, the Time Lords conducted tests to determine the possibility of distilling the Gallifreyan Factor in Daleks just as the Second Doctor created the Humanised Daleks in the Human Factor Incident. (PROSE: Dalek Combat Training Manual) The Dalek Emperor, as he observed the Dalek Civil War break out, privately noted that instead of the Human Factor, the Daleks should have sought out a "Doctor Factor".
