Glower was a Time Lord technician.
Biography
Glower was the head technician on Project Alpha, which involved the creation of the Timonic Fusion Device. He ignored Braxiatel's warnings and detonated the device, causing the destruction of Minyos, although history was changed by the theft of the device.
The original timeline was restored by Romana II and Braxiatel, who prevented the Servitors from stealing the device. (AUDIO: The Inquiry) By the time of Romana's presidency, Narvin and Braxiatel were the only surviving Time Lords who knew of Project Alpha. (AUDIO: Weapon of Choice)
