Tweed was a form of fashion invented on Europe during the Victorian era.

The Doctor wore tweed jackets during their sixth, (AUDIO: Criss-Cross) seventh (TV: Doctor Who) and eleventh incarnations. (TV: The Eleventh Hour) He also wore tweed trousers during his fourth (TV: Robot) and seventh incarnations. (TV: Time and the Rani) When posing as John Smith, his tenth incarnation wore a suit of charcoal tweed.
