Baby farm

A baby farm was a facility used to grow babies to boost a population. The Fifteenth Doctor noted that they were sometimes used if a planet went sterile or "[went] mad and ban[ned] kissing". (TV: Space Babies [+]Loading...["Space Babies (TV story)"])

Looms were implemented on the Doctor's own planet of Gallifrey, either in response to a curse of sterility put in place by the Pythia, (PROSE: Cat's Cradle: Time's Crucible [+]Loading...["Cat's Cradle: Time's Crucible (novel)"]) or because Rassilon had actively decided to ban the "womb-born".
