Colonel Martin was hot-headed Lieutenant Roderick Mitchell's commanding officer when he was transferred to UNIT/NA in 1988. Also under Martin's supervision was American UNIT's scientific advisor, a Time Lord who — to much confusion — was known as simply the Colonel. Martin found both men difficult to work with, and decided to kill two birds with one stone by assigning Mitchell to watch over the Colonel as his Scientific Liaison Officer; this proved an eminently felicitous decision, with the two getting along splendidly.
