Vortex City was occupied by "townsfolk".

History

When Doc Gallifrey faced off against "the man in black", the Doc could hear the townsfolk "mumblin' behind the shutters", with some praying and placing bets. One individual, possibly one of the townsfolk, called out the count. The Doc lost this confronation.
