The Cyber network was the network that linked every single Cyberman to one another. It contained their entire database and had the ability to transfer files wirelessly. (DW: Rise of the Cybermen/The Age of Steel) It could alternatively recieve information from infostamps, giving them a method of exchanging information if their wireless systems were inactive.
