Fred as he was labeled by The Doctor was the king of an alternate dimension transversed by the Sol Transit System.
Biography
Fred was the ruler of a "standalone dimension" separate from our universe and complete with it's own laws of physics. When the Sol Transit System was built, it utilized interstitial traveling techniques to transverse the dimensions but went a little too far, going off into uncharted territories such as these. Fred tried to assimilate The Doctor's form and headset into it's own but was devoured by Kadiatu Lethbridge-Stewart who had taken on the shape of a black leopard. (NA: Transit)
