Slovenia was a country in Eastern Europe.

Jack Harkness had a Slovenian boyfriend who took arsenic for better skin, Rex Matheson said that that only happened in the 1800s. (TW: Rendition)

Due to Harkness's various time-travelling adventures, his Slovenian boyfriend presumably lived around that time.
