Cabal was the head of a secret council on Earth in the 33rd century that sought to bring back the Koth-Kulaar from its exile in a dimension warp so that it could bring havoc and destruction to the planet. When finally Koth-Kulaar was released, using a dimension warp concealed in the chest of Agent 99, its first victim was Cabal who had so faithfully served him. (DWA: Agent 99)
