Alex Hopkins was the leader of Torchwood 3 in 1999. On New Year's Eve 1999 he murdered all the Torchwood personnel in the Hub, except Jack Harkness. Before shooting himself, he made Jack the leader of Torchwood 3. (TW: Fragments)
