Arthur Coleman Winters was the American president until 2008. He took charge of announcing the Toclafane to the world, becoming the designated UN ambassador to the Toclafane. He angered Prime Minister Harold Saxon and he ordered the President killed by one of the Toclafane shooting him. His death signalled the start of the Toclafane occupation of Earth.(DW: The Sound of Drums)
