Dalek Operators (credited as such in the credits to Doctor Who) move the Dalek props from within. In the very early days, the Doctor Who production team attempted to make the source of the Daleks' movement mysterious, to imply the operators moved the Daleks with using radio remote control. This illusion was soon shattered.
