Frank was a lift-operator at the Edifice. He had been teleported there when he signed a contract, never meeting his employers or other employees. He met the Tenth Doctor and Donna Noble when they were trying to escape the nanovores from Floor 139. He contacted the superintendent for them, then brought them to the management level when they were unsuccessful. (NSA: The Forever Trap)
