Not a High Council member

Although later Castellans were generally shown to be members of the High Council, Spandrell clearly wasn't. The evidence is the following exchange from The Deadly Assassin episode 2:

ENGIN: The machine is infallible. Data extraction is impossible without an operating key like this. And the code of the particular key is recorded here, opposite the archive number of the data extract. Now, as you can see, my key is the only one entered against the Doctor's DE. SPANDRELL: And how many of those keys are there? ENGIN: They're only issued to High Councillors. Nobody else is allowed to inspect the DE's of Time Lords, except for yourself, Castellan, in the line of duty.

If Spandrell were himself a High Councillor, Engin wouldn't have added the last "except for yourself" clause. QED. —Josiah Rowe talk to me 01:41, May 22, 2012 (UTC)
