It seems to imply that the Experiment was only about the Dalek Sec-Diagoras hybrid, not all the humans who are explicitly told they're taken to the Experiment.

The "Final Experiment" was an experiment conducted by the Cult of Skaro to revive their dying race.

History

Following their defeat at the Battle of Canary Wharf, the Cult of Skaro traveled back to 1930 Manhattan. Using Mr Diagoras as their proxy, they began kidnapping humans as test subjects. The study of the Final Experiment was to see if a Dalek could bond with a human to create a human-Dalek hybrid.

It was headed by Dalek Sec, who also served as the subject. Sec had developed a begrudging respect for humanity calling them the ultimate survivors. Dalek Sec hoped that by combining humans and Daleks, the Daleks would inherit humanity's inate talent for survival. He bonded with Mr Diagoras and through a "chromatid solution", the final outcome was the human-Dalek.
