Parliament of Seers

The Parliament of Seers were a body within the Ice Warriors' civilisation.

They could grant holy passage to pilgrims, an order which no other Martian edict might interfere with. They met in a temple on the North Pole of Mars and were represented by members of every tribe. They served as a council of elders and were the spiritual leaders of the Ice Warriors. Before going to war, the Martians consulted them and asked the spiritual effect of going to war. If the outcome was bad, they would cancel the war. Some of the seers went on battle missions and were advisors to several Martian generals. Some of them had their own fleets to command.
