The 17th Master was a particularly incompetent incarnation of the Master who attempted to destroy the Doctor on the planet Tersurus.
Profile
After the humiliating experience of floundering around in the sewers of Tersurus for centuries, the Master had himself "augmented" with Dalek technology, though unfortunately the "Dalek bumps" installed on his chest resembled breasts. After, the Doctor had regenerated a number of times, finally into a a female form, they decided they struck it off and went off together. (DW: The Curse of Fatal Death)
