The Howling → Key to Time
In the ribos operation, the white guardian says the key to time is required to restore balance as every so often the universe becomes unbalanced. However, I'm sure balanced wasn't restored. In the Armageddon factor, the doctor scattered the key to time before either the white or black guardians could get it. So the white guardian never had the chance to stop the universe and restore balance. Is this why there is so much evil still in the universe?
