Water elementals were extra-dimensional [[Magic|magical]] creatures. A Water elemental trapped in matter, such as a human form, was subject to the limitations associated with that matter. They generally had difficulty adopting human form, as a result of which they tended to have defects. (PROSE: The City of the Dead)
