A 327 appendix 3, subsection 9 death was a form of execution listed in the Paradise Towers Caretakers' rulebook. People condemned to this death were entitled to a final request. The Deputy Chief Caretaker considered it to not be "a pretty way to go."
The Chief Caretaker assigned the Seventh Doctor to a 327 appendix 3, subsection 9 death, assuming he was the Great Architect Kroagnon.
