Holden as he appeared on CON: 'Ello, 'Ello, 'Ello

Simon C. Holden, sometimes credited as Simon Holden, was a 2D artist for some episodes of RTD-era Doctor Who and an on-set visual effects supervisor on the last half of series 1 of The Sarah Jane Adventures.
