Bilis Manger

A being of uncertain origin, Manger has the power to cross between timezones, apparantly without the need for a Tardis. Having dissapeared claiming that his 'work was done' after bringing the Dark Being to Cardiff (Torchwood:End of Days) it's unclear if Bilis Manger will reappear.
