The TARDIS is disabled by a temporal prison.
The temporal prison was a weapon used by the Daleks.
When the TARDIS materialised on Earth during the War in the Medusa Cascade, the New Dalek Empire intiated a Temporal Prison that disrupted power from the Time Lord construct, effectively immobilising it. The weapon's appearance was a hoop of blue energy which encircled its target. The immobilised TARDIS was then dragged to the Crucible.
The Doctor referred to the Temporal Prison as a "Chronon Loop". (DW: Journey's End)
