Kel Xhixa

Kel Xhixa was an inspector for the Directorate of State Security in the Democratic Republic. He spent half a decade trying to investigate the mysterious man named Isaac who had no past. When he finally caught Isaac along with another mysterious man, they were removed by Xhixa's superior, Commander Rexhepi. Xhixa helped the Doctor retrieve Isaac when he was abducted by an alien.
