Larry Withers was a senior partner at the firm where Anji Kapoor worked.
When Alexander Hartford asked her to go with him to the Naryshkin Institute, Withers assigned her to work with him for three months, with the possibility of the time being extended. When the Eighth Doctor later called to talk to her, Withers told him she had gone to Siberia. (PROSE: Time Zero)
