The Lord High Priest of C'iva was the religious leader of the Cult of C'iva.

The archaeologist Korving questioned the High Priest at gunpoint in order to discover what had happened to Golgoth's son and if he could save Mondas and its inhabitants. Korving's assistant Joy and the High Priest were killed by the disturbances caused by Mondas heading back into outer space. (COMIC: The Cybermen: The Ugly Underneath)
