The Security Chief was the head of security at Rudolph Steiner's Gemini Plan complex. He ordered Jenkins to bring to him the Third Doctor, who had been detected trespassing and captured. He tried to interrogate the Doctor, who refused to answer any questions and instead placed himself in an hypnotic trance. (COMIC: Gemini Plan)
