Space Lord Draal was the First Space Lord of the Admiralty of the Fleet, fourth of his line, the commander of the Fleet.
He oversaw the defeat of Murgon III, among other worlds, and liked to keep his vanquished enemies in six bottle prisons in his throne room.
As he was planning an assault on the Avolantis System, the Thirteenth Doctor, Graham O'Brien, Ryan Sinclair and Yasmin Khan visited thet planet. He sent a combat mechanical to capture them, intending to put the Doctor into the only remaining vacant bottle prison. She reprogrammed the robot, along with thousands other Mark VI combat mechanicals, effectively preventing Draal from starting a war again. (PROSE: The Secret in Vault 13)
