The Cheylis were an avian hive mind species. Individually, they looked like blue hummingbirds. In 1953, they planned to use Earth for biological warfare testing, but were stopped by the Seventh Doctor and Elizabeth Klein in Kenya. (AUDIO: A Thousand Tiny Wings)
