EM2 was a Unispace Security agent. He obtained diagrams of anti-Dalek weapons from a top secret Venusian research labs, which he handed in to his superiors with a handwritten note urging them to start manufacturing such weapons as quickly as possible. (NOTVALID: Anti-Dalek Weapons)
