Vladimir Kavarin was a member of the KGB. In 1961, he was instructed by his superiors to get the War Doctor to Moscow for interrogation. He was later authorised by his leaders to form an alliance with the Daleks. He was exterminated by the Dalek Time Strategist. (AUDIO: The Shadow Vortex)
