One of the four surviving elementals was a man with a bent nose. (PROSE: The Gallifrey Chronicles) He appeared to the Eighth Doctor in the Tomorrow Window. In the vision, he was wearing a cream suit and strolling through Regent's Park. His long hair was swept back and his chin was held imperiously high. (PROSE: The Tomorrow Windows)

Later, the Eighth Doctor saw him again as part of a vision of the Time Lords who survived the War in Heaven, alongside the Emperor, the Man with the Rosette, and an unknown woman. In the vision, the man appeared tall, wore a cravat, and held a pair of dice. (PROSE: The Gallifrey Chronicles)

Behind the scenes

This character is the Minister of Chance, a character from the 2001 BBCi webcast Death Comes to Time. In that story, the Minister was voiced by, and his appearance was modeled after, British actor Stephen Fry; in the proposed sequel to the story, the Minister would have taken up the Doctor's mission out of guilt, hence his appearance in the Doctor's Tomorrow Window in The Tomorrow Windows. The identification of the man with a bent nose as the Minister of Chance was spelled out by Lance Parkin in his reference book AHistory. However, Death Comes to Time is not considered a valid source on this wiki.
