The Sontaran arm control was used by the Special Assault Squad to adjust their armour's perception camouflage matrix, which made them invisible and very difficult to spot.
Commander Kaagh used such a device. Clyde Langer, Luke Smith and Maria Jackson found it difficult to spot him. (TV: The Last Sontaran)
