The Committee arranged for an inquiry to be held in order to make Yvonne Hartman a scapegoat for the tsunami that hit Cardiff. Realising this, Yvonne used retcon to keep witnesses from remembering Torchwood's role.
However, Bethan Foster replaced the spiked water and had Louise put further questions to the lead counsel. This resulted in witnesses bringing up Torchwood and Captain Martin Okombe giving evidence that they knew of the tsunami long before informing the authorities. (AUDIO: A Mother's Son)
