Davey Russell was a member of the Church of the Outsiders. He had a history of suffering from mental health problems.
He set himself aflame using petrol whilst filming his testimony, stating that he would not die but evolve. He mentioned Jack Harkness, who he once met when Jack visited Val Ross. Jack was angry with Val for not accepting any responsibility. (AUDIO: Believe)
