Bisham was an executive grade residing on Pluto who manufactured PCM in the chemical plant for the Usurians' Company. He was arrested for illegally taking some pills which were a PCM antidote meant for executives only. He met the Fourth Doctor while being detained, and was freed by Leela. He helped them overthrow the Company. (TV: The Sun Makers)
