The Velosians, from the planet Velosia, were a peaceful species.
History
The Dark Times
When the Kotturuh were due to arrive on their planet for judgement, the Dalek Time Squad arrived on their Velosia. They claimed that they would be able to save them, but only the brighest and the best. Those that were taken on the Dalek ship were then harvested. (COMIC: Tales of the Dark Times)
After the Dark Times
They were saved by the Twelfth Doctor from an invading force. The Doctor took the "four and a bit" invading fleets away from the Velosians' planet and depowered their weapon banks. This, according to the Doctor, would give the Velosians time to prepare to deal with their enemies on their own. (TV: The Girl Who Died)
