Professor Qualenawitvanastech was Chief of Multihistorical Research at the Celestial Intervention Agency.
After in the year 101197 TL Deliavatsud sent the Fourth Doctor to interfere with the creation of the Daleks, Qualenawitvanastech was assigned to conduct a new survey of the Dalek situation. The findings of this Qualen Commission were presented in 101209 TL at the First Clandestine Symposium to Consider Policy Regarding the Dalek Expansion, where he delivered an address entitled The Mechanical Marauders.
