General Vincent was head of the security forces of Earth and coordinated attack on the Laan before they disappeared. He hadn't met an aliens before encountering the Fourth Doctor and Romana I. He tried to place Romana onto a Laan. He died in an explosion. (AUDIO: The Sands of Life)
