Dr. Who is a non-canonical charcter from the two Peter Cushing movies, based on the first two Dalek stories, The Daleks, and The Dalek Invasion Of Earth. Dr. Who is the film's version of the Doctor, who is actually a human. He plays no part in Doctor Who or any other related media, and is quite definitely not canon.
