Hawthorne was incharge of the Government of the Starship UK, put incharge under The Queen at the time. He was responsable for making the Smilers a race of androids that where used to police the Starship UK. He whiped the mind of the queen so that she would not the truth about Starship UK every ten years. He then was found out after The Eleventh Doctor uncovered the situation. (DW: The Beast Below)
