The Howling → The Reality Bomb would destroy all universes?

Davros said that the Reality Bomb would destroy all universes by penetrating the time rift at the Medusa Cascade. However, if that were the case, there would be a parallel universe where Davros and the Daleks succeeded, and our Universe would have been destroyed anyway.
