Djarshar was a Time Lord. He once held the position of Chancellor of Time Future. He had great disdain for the Prydonian Chapter, saying that the institution was comprised of "renegades, fugitives, lunatics and ingrates". He went on to suggest that Prydonians "[thought] Gallifrey owed [them] everything."
He thought that the Doctor "never deserved promotion beyond Scrutationary Archivist." (PROSE: The Ancestor Cell)
